I been at campgrounds where they turned off all the water and locked the bathrooms for repairs. health laws required they provide porta potties and wash stations or face penalties and fines.
In California this does not surprise me. Stuff happens and some times parks have to shut the water off. I have personally seen RVers run over the water supply. And yes when the water gos off the bath and laundry gets locked, standard procedure.
As to bathrooms, I have a nice one on board my RV. Never going to see me walk past my restroom to go to one in the park. Do not care how clean and convenient you think they are.
