I'm a bit confused how you handle your 10/10/10 rating system if a park gets an "N/A" for its restrooms. I assume this means that the park can't get a "10" in the first rating category because it doesn't have a "complete set" of facilities? Giving it a "10" would seem to violate the completeness concept and would lead to questions such as "can a park that doesn't have a swimming pool get a "10" and claim it should be rated N/A for its pool?"
The second rating category would have to be N/A if there are no restrooms. And the third category would be unaffected.
So if my logic is correct, the best rating that a park without restrooms can achieve is 9/(N/A)/10. Is this a correct assumption?
