Although some have suggested they've changed those rules. I haven't heard of anyone being turned away. Yet.
They are deferring travel for citizens who exhibit symptoms from boarding transit (planes, ships, trains). Not sure about the status of those folks. Probably hung out to dry.
It's a constitutional right, they can't change it without amending the Constitution. I don't know of any country that can deny entry to its own citizens. Getting to the border may be another issue.
