They are deferring travel for citizens who exhibit symptoms from boarding transit (planes, ships, trains). Not sure about the status of those folks. Probably hung out to dry.
It's a constitutional right, they can't change it without amending the Constitution. I don't know of any country that can deny entry to its own citizens. Getting to the border may be another issue.
