There are many factors at work. Like I spent THREE FULL DAYS at the loncheria of my kid and did not see a single RV pass on Mex 200.
Is Mexico worth three thousand dollars to navigate to a destination? Reporting how full or how empty a gringolandia-grade border RV destination is deceptive. Mazatlan has about TEN PERCENT OCCUPANCY of RV parks that it had ten years ago. Well I take that back because most of the former RV parks are now condos or stores.
As long as the cerdos in Mexico bleed PEMEX for personal gain, the cost of ALL INDUSTRY, every goddamned head of lettuce, every kilowatt hour of electricity, is going to stay high and keep increasing in cost. The midget and actress in Los Pinos aren't going to to a damned thing but keep raising taxes - so don't hold your breath.
