It's not about the people that live anywhere. It is about how easy or challenging a place may be to an R Ver. Mexico lite I'm sure refers to just that, how easy is it to assimilate? How difficult is it to get back for some needed part etc?
I quite fully admit that the challenges presented in Mazatlan are in most part easy enough to get by without too much effort. I'll call Mazatlan "Mexico over easy" That is from a perspective of an Rver in the business since 1980. Now power problems and roads and tolls are all part of the package that add to the pleasure or displeasure of the anticipated adventure. Some of us are over the adventure part. Many of us in a small way help build/invest in Mexico, as opposed to endless 2 week fun seekers of which there is apparently no end and far outnumber the previous group. (with exception to the carnival operators) ah, it is off to the beach time again.
