If the frame is protruding under the fiberglass, I would be concerned that the frame has not corroded away. That sounds like you may have structural damage, which if it does, it really needs to be addressed.
This is kind of interesting. Fleetwood was very notorious for delamination back in the 80s and 90s. More recently, the stories seem to die down a bit. One can only hope this is not a new wave of failures.
