Is it your opinion that folks too blind to see big flashing yellow lights adjacent to gigantic warning signs are going to notice a stop light?
And anyway, as I understand it there's a lot more to the Eisenhower's warning system, including a full-time live attendant at both ends.
It is my opinion that if there are repeated incidents of vehicles hitting the bridge that there is a problem with the civil engineering of the intersection.
