Given that it's a railroad bridge, the options for raising it are very limited, and tightly controlled at the federal level. Lowering the roadway may be a more viable option if the bridge construction allows it. With an average of about eight relatively minor property damage accidents per year, spending millions to correct it could be a hard sell. One low cost option might be to lower the overhead warning signs to the same height as the bridge, making them serve as a more noticeable alert.
