1995 Chevy 454 intermitant hard to start

First I turned key on, Did not hear click or in-tank fuel pump however engine fired right up then died twice third try started and stayed running. This is with no throttle on my part. I could not find the pump relay, Of course I don't know where or what it looks like exactly.
Watching the TBI when I started to crank engine there was a burst of fuel from the injectors and throttle kicker activated.
