Done all of the DTV converter process above. This seems more like the antenna signal is being weakened by a bad connection, routing through something that doesn't need to be there (maybe a splitter), somebody messed with the arrangement of connections, etc.
And there's a "Mystery Panel" where two antenna terminals stick down through a plate on the ceiling and are connected with a little 8" jumper with F-Connectors on each end...
