To an ouside observer who's a retired engineer, it seems as though the engineering and detail design isn't paying enough attention to getting quality into the product.
I doesn't make much difference to the end product if your Quality Control mechanism only gets to it after it's built. To use an old autombile analogy "a perfectly built Pinto is still a Pinto".
