Historically: Coachmen, Fourwinds/Dutchmen, Fleetwood, Forest River (in Sunseeker), and Gulfstream built that floorplan for the rental market. Jayco built that briefly. Not all of those companies still build it, or are even in the C motorhome business.
Who is building it now, as 2014 model, is too early to say, because the manufacturers put together a brochure, and show examples of certain models, take it to the Louisville show, talk to the dealers (and big rental customers like CruiseAmerica, El Monte, and now Camping World) then go back and have a second pass at deciding what their model line will look like.
If you want a new small C with a no-slide floorplan with good use of the small amount of space available, have a look at what is offered by BornFree, Phoenix Cruisers, and LazyDaze. The last, in particular, is still using floorplans from the '70s when all Cs were small, different from what evolved when they started getting bigger, and retrospectively looking imaginative. All three brands, be prepared to pay for real construction quality.
