Locate the other receptacles that are connected to the GFCI in question. Un plug all equipment in the circuit and test it again.
There is no problem using the 15 amp GFCI receptacle on the 20 amp breaker. There is better quality GFCI receptacles. Cheapie ones are not always your friend.

It has to be a Inverter problem as in no flow though inverter so either bad inverter breaker or bad inverter
the gen set may run some outlets because it may be wired in a way as to those outlets are not run through the inverter while on gen set
(non invertion run plugs)
