I had contributed a couple of times earlier and I have been watching this ongoing issue with some interest.
The fact that you were told Progressive has no appeal process astounds me. There is always an appeal process. I am hesitant to say you were lied to so we will call that "bad advise"
I strongly suggest that you contact Progressive's head office:

The person you want to speak with is: Michael D. Sieger, Claims Operations Leader. He is in the corporate office and is the top fellow in the claims department. It is unlikely he will resolve your problem himself but he will certainly be able to get the undivided attention of someone that can help. Have your claim information available when you call. You might have to speak with his assistant first but he should call you back.
Ignore all the discussion about poor design etc. The roof was whole before the storm and damaged afterward and that alone is enough to trigger a claim. Make sure you mention that the winds were strong enough to damage sticks and bricks homes when your roof was damaged. Explain to him that you have videos of the storm, offered the video to the field adjuster but the opportunity to look at your evidence was dismissed.
At this point you have nothing to lose so make the call! Be the squeaky wheel!
