80mph gusts wind ..ripped off half roof

That seems to cover all of the issues. The only thing I would have added to the letter would be a notation that I was also sending a copy of this letter to the Utah State Insurance Commissioner. Whether or not I actually sent a copy to the insurance commissioner is for Progressive to figure out.
