80mph gusts wind ..ripped off half roof
A couple days ago Utah was hit with winds steady at 40-50 and gusts up to 80mph... during that time the wind side edge of my roof on my 1993 itasca sunrise began to peell back... after a few minutes ...

Now you have information about the conversation from a technician at the repair shop to use as additional information to send to the insurance commissioner in Utah. Personally I would stop dealing with Progressive, since they had their chance, but I would copy them on your contacts with the Utah Insurance Commission.
Sometimes, miraculously, when an insurance company sees that you are going over their head to a State Insurance Commission, things start to happen.
You have the weather reports, the testimony from the repair shop, and the denials from Progressive. Forget Progressive and go straight to the top and be sure to name names and give all claim numbers, policy numbers, etc.
Unfortunately most State agencies do not work quickly so you do have to wait for the wheels of justice to turn. Do not hesitate to tell them that because of Progressive's denial, you are now homeless.
