I had a thought. (Really!) When the mechanic replaced the head gasket, did he do both sides? I was originally wondering if you actually had a 400. However, it is possible to flip some head gaskets over when installing them. If this was done (you said it was a low buget mechanic) it's possible the water ports are all blocked. This can lead to air locking and little water flow. It's been years since I pulled a head off an SBC engine.
