Two things in your post stood out.
First: the words "STATE PARK"
Second "Beer Bottle"
Most of the state (And federal) parks have rules, No booze, INCLUDING BEER, allowed.
My guess is the happy boozer saw the park ranger coming and hid the bottle, then forgot to retrieve it, Thus not a malicious act, but a clear criminal act (Possession and consumption of alcohol where prohibited).
Short story: Call on a care in the creek in a state park.. He was leaving and missed the bridge.. Drunker than a skunk as they say..
Refused breath test though (He knew that if he took that test he was sunk).
BUT: some sharp Police Dispatcher (Polishing fingernails) was in the habit of checking with the Department of Corrections.. Seems mr 10T was on parole (Full name 1 D 10T) and special conditions of parole included:
No booze
No driving
Must submit to chemical testing.
I called his parole agent.. he took the test (He did not have the right of refusal since it was a condition of parole).
So he was well and truly.. Sunk, Busted, and so were his buddies.
