That is not true. You may get hauled in by a LEO who is interpreting the law through their own beliefs but you will not get convicted of child abuse for spanking your kids when they have done wrong and may learn from the experience and you have just used your hand.
It may seem like things are the way you have described it and that is how society is moving (Unfortunately) but the laws have not changed that drastically yet.
