I could be the fan shaft on the A/C unit is rusted and won't allow the start up of the compressor. Take the shroud off and, with the power off to the A/C unit, turn the shaft without breaking the plastic impellors. That may require using pliers to turn the metal shaft. Then spray the point where the shaft meets the motor bearing with some WD 40, and grease it which fixes the point of bind due to rust. Once the shaft is moving free, then clean the condensation tray,(bottom pan),making sure the weep holes are open and then brush out any thing clogging the cooling fins of the condenser. Replace the shroud and then climb down and turn the A/C unit on. It should start cooling as the shaft is now moving sending a signal to the compressor to start.
