If the A/Cs worked before, but not now, then it has to have something to do with the installation. I would take the covers off the A/Cs to see if they have 120V. If they do, then the problem is with the A/C(s) like trop-a-cal said. One of mine was seized up when I first got it. All I had to do was reach up in there and give the squirrel cage a spin by hand. It's worked ever since.
Since you have power at your breaker panel and outlets, if you don't have power at one or both A/Cs, then it would have to be something the installer did incorrectly.
It is a little odd, though, for both not to work. Normally (not sure if this is the case with yours) one A/C would be powered through the breaker box and the other directly from the generator. This way you don't overload your 30A shore power system. You may be able to choose which A/C will run while on shore power like hanko said and there may be a middle position on the switch where neither will run. In my Allegro, however, the switch is to switch between the microwave and front A/C. With the generator running I can turn on both A/C units, but the back one will not run at all on shore power.
Last, the generator should have breakers on it, too. My 6500 has 2 27.4A circuits each with a breaker. One feeds the breaker panel, the other feeds the rear A/C. Since your breaker panel is hot it's not likely the problem, but I'd check anyway.
