I believe the quote is a reference to research testing of semi-trucks and charter buses, but not for safety ratings of the vehicles. The government tests one or two of these vehicles for research purposes. Company I worked for was involved in roll over testing of gasoline transport tank vehicle. It was for research purposes only. But to my knowledge the heavy truck manufacturers are not required to do any crash or rollever tests on their vehicles. Same with the bus manufacturers, but I have seen a very impressive crash test of a Prevost bus. To my knowledge there is no provision of star ratings of these vehicles like there is of passenger vehicles.
