Adjusting Southco C5-11-35

My engine and transmission covers are using the Southco C5-1-35 latches like this one and some of them will not have the handle stay down. It will pop up or never go all the way latched.

How do you adjust these so that they will stay locked?

This one has me stumped.

My transmission cover has locking ones and they stay shut even tho I don't lock them.
