If taken to the extreme, low mileage could be questionable but unless you find a 20yr old rig with 10,000 miles...really, you just need to make sure they get up to temp when you do run an engine (any engine gas or diesel).
If you don't get up to temp, moisture from combustion remains in the engine and causes corrosion. As long as that moisture is burnt off, letting the engine sit isn't going to cause that internal damage.
Belts and hoses will eventually rot but that happens with or without running.
To the OPs Question: At 20yr old, it's all about maintenance and condition. I'd rather have a low end unit that's been maintained over a high end unit that hasn't been maintained.
