Advice removing water stains on front curtains

One very wet, cold stay in Eureka, the front curtains got wet from condensation on the inside of the windshield and side windows. Now there are ugly brown stains on the outer white lining which is ...

Great info, thanks to all.
Based on the input, my plan is to
1. Soak in OxyClean and detergent
if that doesn't work, take them to a dry cleaner
if that doesn't work, I'll try the Scotch guard last
and if everything fails, then just cut the outer lining off.
