It of course varies tremendously with an individual's maturity and experience. I have known some 16 year old teens who I would sooner have drive my RV than some adults who are well past their teen years. My rule for my RV, at least at present, is no teen drivers (i.e. 20 years old or older).
That said, it may well be different for me if it were my own children under consideration. I would think it not unwise to have them all get at least a little experience driving the RV so that they could be able to do so should some emergency situation come up, even if it's not something that would be expected or permitted on a regular basis.
