The units at the wheels that operate the brake shoes. If it were a hydraulic system, it would be wheel cylinders. These things are pretty good size. Next time you are in your car following a tractor trailer, look at the trailer axles, just inboard of the wheels. See those big round things? Those are the actuators.
Sounds like it might be time to seek some professional help. A steady loss of air brake pressure and then a slow recovery should have been a red flag.
