Hey, folks. I did some plastic welding to repair the cover.

As stated earlier this cover is made from THIN material. I also couldn't identify exactly what kind of plastic it is. It's not ABS for sure as my ABS rod wouldn't weld into the substrate. I melted in the reinforcing mesh on the back side and bonded it with polyethelene rod. It worked really well.
The mounting bolts had completely rotted and snapped off when I took off the acorn nuts. I fixed that with some 3/8" bolts and fender washers. I put the bolt in from the bottom of the sheet metal and put on a fender washer and nut. Then I opened up the holes on the cover so they would go around the nuts and finished by making some thick top washers out of U-SEAL roofing sheet. They compress and seal the bolts to the cover, so hopefully water won't get down in there and cause more rust.
