You know, I don't understand it either. For those that don't live in heavy populated area's like in Los Angeles (we live in Palm Springs), used to be SO thick with smog that you couldn't see the buildings off of the Freeway (1960's-70's).
With the introduction of the catalytic converter, unleaded fuel and now more efficient engines, particulate filters, DEF, etc. it has made such a huge difference in pollution. Unless they have lived it, it can be hard to understand all the new regulations and how it IS making fresh cleaner air.
Solar use is becoming huge out here in the desert. Several of my friends and neighbors have converted over to solar and have no utility bill. At the cost of utilities in California, it won't take too much time to pay off the investment. Coal or natural gas are not feeding these solar panels until the evening when solar is not useful.
We still have the wind turbines that work 24/7 unless the winds or down but they are set up in the wind tunnel so having no wind is rare. And, these solar panels usually pour more energy back into the grid than the customer uses.

"who killed the electric car?"....interesting documentary about the mid 1990s EVI from GM....folks who had them loved them but GM took them all back (they were leased) and destroyed them. Would not let the leasers buy them.
