I agree. It doesn't sound right that you would have to remove a seat to open the engine cover.
I would try to push, wiggle, twist or whatever it takes to get the cover open.
I have heard of some that had hidden screws holding the cover in addition to the latches. (Maybe it was something a previous owner did?)
When you get open, let us know how you did it?
I really like the older Allegro's. :C
