I'd certainly call Jayco and escalate it to get a quick solution. You may want to go back to stock rims and get refund.
Wondering if there is any chance dealer swapped rims at some point?
Also you may want to report it to nhtsa.gov. It may get others like it off the road more quickly. This could lead to property damage or worse ..injury.

It is highly unlikely a 31 footer would be running rear tire pressures below 60 PSI.
