I knew a old guy in Florida who had used tires shipped to him by the trailer load from up north. He "re-grooved" them and sold them to the truckers who were hauling fruit and produce out of the groves to the warehouses. He did quite well with those "re-grooved" junk tires. Those guys didn't let much dust settle by going slow. But on that junk, they didn't worry about blowout damage either. I never had much luck with either re-grooved or recapped tires, let alone any used tire.
His "re-grooving" tool was basically a heated double bladed knife with a bridge that attached both blades. He claimed it was "branded" and "registered" so he could tell if a tire was re-grooved with his tool.
