Not totally true.
There are two 8 lug (8 on 225mm bolt circle - unique to Ford) 19.5" steel wheels that were used on F53's back then. 19.5" x 6.00" and 19.5" x 6.75". The 6.00" wide ones are the same as the F450 and F550. The 6.75" wide ones are unique to F53's. The 6.00" ones were on the 16K and 18K GVWR chassis back in 1999 with 225/70 tires. 6.75" were on all the others with 245/70 tires.
(Other manufacturers, and even Ford on the F650/750, use an 8 on 275mm bolt pattern. Those won't work of course.) - SooboyExplorer

The 19.5 sizes are used extensively by the lighter medium duty trucks and panel vans in the 10,000 - 18,000 pound weight class. The size was also used on some sizes of school bus chasis. New is not going to be cheap, maybe $200-300 for a painted steel wheel.
For used, there are salvage yards specializing in medium duty trucks and/or school buses. I see several along I-44 on the run from Joplin to St Louis, don't remember names. There have to be used truck dealers and salvage dealers all over the coountry. - sch911Explorer
