I suspect your headlights are sealed beam glass...at least my 2008 Super Duty still have factory sealed beams. Your option would be to swap out the headlight assembly for an aftermarket LED, replace your sealed beams with a better sealed beam (ie Sylvania ExtraVision) or add supplemental lighting.
You have to be careful with aftermarket LEDs as the cheaper ones do cause radio interference or have poor light distribution. I have quality aftermarket LED bulbs in my F-250 and have them adjusted down. The cut off is great and I don't get flashed and the truck passes state inspection. I've asked several police in the department I work for (I'm the city mechanic) and the consensus I got was they don't write headlight tickets unless you have one out or you are using supplemental lighting (light bars, driving lights) as your primary lights instead of your headlights.
