While I was at it, I took 2 more pieces of wallpaper, and the piece on the left had a coat of Lacquer put on the plywood first, and then the wallpaper added on top.
The piece on the right was just adhered to bare plywood.
I then covered both pieces with Lacquer on top.
Not bad so far.

I then waited 5 minutes.........

Ah, yea. Not looking so good on the left. This reacted even worse to the lacquer under the wallpaper than it did with Por 15 under it.
Now I know what not to do.
Then again, a water based clear coat may not damage the wallpaper.
My original thought was, if I could sandwich some wallpaper between a couple of coats of some type of sealant, that might be able to be used inside to be completely waterproof, or even outside, such as for something like graphics.
I guess I'll have to "paint one up", and lay it outside, and see what happens.
Worst case scenario - it won't work, and I haven't wasted much time or money finding out.
