If they are the solid surface/Corian type counter tops they can be sanded down and polished to make them look like new.
If they are Formica/laminate, they can be sanded and new laminate applied right over the old surface.
I did this with some old solid surface counter tops in my S&B home. Found a recommendation in a Google search that suggested using automobile rubbing compound. I tried it and then finished up with a Gel Gloss polish and protector that I found at Home Depot. The 30+ year old counter tops look like new now.
