The Zumas would be fine for town or city, but one thing to consider is they wouldn't be great to ride on 20 miles of 55 MPH two lane to get to a town or city. As mentioned in several posts above-it would be nerve wracking. If going the small scooter route, I'd relegate them to roads signed 40 MPH (50 MPH actual traffic) or less in general. Best where traffic is moving 40 MPH or less.
The bigger Majesty, Burgman etc. are capable of higher speeds. Many of these scooters have steep depreciation curve and many low mileage used ones are available at prices much cheaper than new. Used scooters motorcycles are often a very good deal.
I can say the overall concept is good in the right circumstance. This summer had nice trip to San Diego KOA and rode MC one day to the Midway and the next to Balboa park.
