"Is it safe?" Probably, but seeing a coach that high up on two cylinders and blocks is a bit much. Doesn't pass a smell test.
In storage mode it really isn't practical, or advisable, to raise a coach that high. Maybe if the owner was planning a trip the next day to get the fridge cooled down but otherwise I would leave it on its wheels.
