What I saw mostly during the week long 2003 Northeast power grid black out and the 2008 upstate NY ice storm week long power outages, was simply neighbor helping neighbor. There was little looting and everyone remained quite civil for the most part as I recall. Would we have eventually turned to anarchy over a longer period? Could be, but I have no idea how long that would take. Certainly not "overnight"...
