If you mean Roosevelt Lake in Arizona - that's not a national park. It's national forest.
OP: No, you can't boondock at state parks although some have dry camping but there's a charge per night.
You can't explore Arizona (or Texas) by staying in one spot. You need to move around. Find a spot in these areas to see good winter areas: Yuma, Quartzsite, along the Colorado River up to Havasu City, Wickenburg, the greater Phoenix area, down to Tucson and as far east as Benson.
