Going to try this one more time. If you are measuring voltage when on generator at the battery, you also need to measure the voltage at the converter output terminals. In my case I had full output at the converter, and a loose connection on the negative between the converter terminal and the battery. Like you, when I ran the engine, my battery voltage at the battery was up, but when I was plugged in it was 12 like you.
