If you are a fulltimer then you will have the option of picking which state is the most beneficial to you. If, however, you are not full timing then you choice is down to whichever state in which you reside. If you are seriously looking into registering in a state other than the one in which you reside, I would strongly suggest you find out exactly what the motor vehicle and residency laws are of your current state.
