I think typical issue is dirty sensor makes them read a false high, not empty, as noted in links above. I've not really looked into how they work but would assume the liquid in tanks completes a circuit between the bottom sensor and ones going up tank??? Maybe that bottom wire is loose on the tanks keeping circuit open.
Or,maybe a you bottomed out and put big holes in tanks :) :) :)
