The short answer is NO.
If the fuel does contain alcohol, that is all that fuel anti-ice ever was.
If you should accumulate so much water in the fuel that the alcohol water precipitates out, that mix is still pretty freeze proof. The caveat here is that I have never done cold start work in Edmonton.
