I looked in the manual and it says you can burn out the device if the switch is held for 30 seconds or more. Maybe the PO did this?
Anyone know how to check to see if something is burnt out? Where should I check for power?
On second thought maybe I should try to see if really is hooked up?? Trace the wires if I can?

Older units did have a problem with a fuse if the button was applied for more than than 5 seconds or so. Newer products within the last couple years have been fixed. It really only takes one second to set it while driving. Turn the wheel to where you need the correction, press the button and release. No need to keep holding it in. If a re-correction is needed then do it again.
We have had ours since last year. It has taken the fight out of winds and road crown. But ... If you have really have heavy winds there is only so much offset with the Tru-center.
You'll notice the unit is working when going under overpasses or natural wind blocks when in heavy winds, the MH will head into your correction - so beware. It caught me off gaurd, I though I had a blowout the fist time it happened.
