I bought this ( http://www.harborfreight.com/500-lb-capacity-aluminum-cargo-carrier-92655.html ) from Harbor Freight. Cheap but it does the job very well. I then strapped this box ( http://www.tractorsupply.com/en/store/tractor-supply-coreg%3B-44-in-chest-toolbox ). I wired tail lights to the carrier and used a hitch extension so the rear doors can be opened.

This arrangement will not work if you want to tow using the carrier.
