If your main concern is seat belts then go install seatbelts. If there are two already on the couch you can probably move them and put in a third. You can install them in the dinette too. My guess is MH manufacturers have probably quit putting them in dinettes because of liability. Mine doesn't have them in the dinette, only the couch.
