Chassis? Ford or Chevy?
Do you have a brake controller installed? If not, you will not get voltage on the brake wire. Of course, we're assuming you are testing while pressing brake pedal.
By "hot" wire, do you mean the 12V charge wire? I've read some vehicles come with a fuse missing for this circuit. Also, depending on chassis mfr, you might need to turn the ignition key to "On" position. I believe it is Ford that usually shuts off this circuit when key is off.
