Didn't say that 80% were bad. I said that 20% were true professionals and the others fell somewhere in between. This also means that a large portion of the rest are good as you say. Now with 25% being horrible and you said that, this leaves just 55% left after the true pros with other varying degrees of skill.... and yes many of these can be termed as good drivers.
