Falconman, thanks for your replies, but once again I must emphasize that the issue is NOT about smog testing! It is about the engine being in compliance with California Air Resource Board's (CARB) requirements.
I have had the motor home inspected at the DMV in Bakersfield and the inspector filled out a form that had to be sent to the Sacramento DMV. This was done; however, upon reading my copy of the form later, I noticed that the inspector checked off an inspection item marked: Conforms to US EPA standards. Directly below this and not checked off was: Conforms to US EPA and California standards.
I have contacted Cummins and they have provided me with a copy of the emission certificate (with my engine's serial number on it) and was informed that since Jan 2012 all Cummins engines that are supplied for motor home usage, comply with 50 state emission standards.
So, Monday I will take the certificate (and all other paperwork) BACK to the local DMV and give it a shot once more.
